Among the cases raised in public law is the discussion of local governments, and the officials of these local organizations have legal relationships, the limits of their duties and powers are formed based on the laws and regulations in the country's administrative system, which have their own foundations and nature. In addition to legal review emphasizing the laws and regulations of the country better understanding of these relations can be achieved with related topics which in this study has tried to define and determine the characteristics of local authorities and examine their relations with other local authorities whether elective or appointed But the relationship between these officials and the central government has also been important and emphasized so that we can eliminate ambiguities by analyzing these issues of course these relations are based on the procedures in the country's administrative system according to the laws and regulations And the goal is to seek to eliminate the problems of the residents of the place or the citizens, and experience has shown that always explaining different issues in the first step can be the solution to problems and obstacles and, as the case may be, can provide solutions to improve the situation of local organizations with the preservation of national interests. however, this research has paid as much attention to its mission as possible.

Satire (after the Iranian Constitutional Revolution) is an indirect way of criticism of corruptions, defects and socio -Political bitter facts in a humorous and hyperbolic expression. The aim of using satire is to raise consciousness about reforms and elimination of defects and corruptions. Abolghasem Halat (1919-1992) is considered one of the most important, hard-working and famous contemporary satirists in Iran. In fact, by propounding critical viewpoints in connection with political, social economic and cultural matters in Pahlavi era, he has established himself as a critic satirist in the area of Persian literature.The present paper will review Halat's political satire, its motifs and themes. More important, the paper will demonstrate the targets of his satirical discourse.

Practical theology is part of the reflections of Christian theologians that have emerged in the last two centuries especially in the wake of Schleiermacher's works. Still, in the history of Islamic civilization there have been practical theologies (without using the term) among both Shia and Sunni scholars. This article aims to determine which topics in practical theology are most relevant to Islamic societies. "Islamic societies" will be divided into two parts, that is, Islamic societies under non-Islamic governments and Islamic societies under Islamic governments, and practical theology in both will be discussed. In spite of the commonalities between these two types of Islamic societies, the specific issues are particularly significant, especially in light of the Islamic Revolution. Our focus has therefore been on the priorities of practical theology within contemporary Iranian society. Some of the topics discussed in this article are not directly religious, but have had a major impact on people's religious beliefs. The first point is about the relationship between religious authorities and the government. In the second point I will discuss the influence of ethnic and national cultures and traditions on the propagation of religion. In the third point, I will discuss the conditions of our time and how it affects understanding and propagating religion. The fourth point examines the incompleteness of the plans and the failure to present plans that fit the government's intentions. Finally, I explore the lack of rationality in some government statements and behaviors. I will show how all of the points mentioned above affect society's perception of religious belief.

In modern governance regulation falls under the category of emerging and challenging phenomena, and there are significant gaps in its principles. Moving away from the notion of  large government versus  small government, a new governance approach known as the “regulatory state” has emerged. In this paradigm, regulatory institutions are established with the aim of achieving public good and have begun to regulate, supervise, and manage affairs using tools provided by law. As a result, the regulated entities—referred to as "subjects of regulation"—are directly affected, while the government and the public are indirectly influenced by the decisions of regulatory institutions. The research question is whether regulatory institutions can be held legally responsible if they cause harm to related and affected individuals due to their failure to fulfill their legal duties, or whether they are exempt from responsibility due to the nature of their sovereign actions? The reasons, findings, and evidence presented in this research indicate that such liability should exist for regulatory institutions, compelling them to compensate for damages. The paper also discusses potential remedies for damages resulting from the actions of these regulatory institutions.

The research method used was a descriptive – correlation and survey method. To determine the sample size, the Cochran formula was used and the sample size was (n = 74). However, in order to increase the accuracy and compensate for possible defects in responding to the questionnaires, the number was 78 People increased. In modern urbanization, applying information and communication technology in government relationships with citations increase and improve the level and quality of services and public satisfaction. In Iran e-government project has been started many years ago, but due to some barriers or challenges, still is not a successful program. In this study, we try to identify the cause of e-government failure and introduce some solutions. Since both the government and citizens in e-government as providers and users of these services are important; accordingly, this research, studies e-government barriers from the both perspective of authorities and citizens. An in-depth qualitative research method was conducted to answer research questions. 30 semistructured interviews were conducted with governmental authorities and private offices provider of e-government services and citizens in Hormozgan province. Collected data was analyzed by using the 7 step of Colaizzi’ s method with help of MAXQDA software. The findings showed that barriers from the perspective of authorities are in 5 categories including human barriers, technicalstructural barriers, economical barriers, political-legal barriers and cultural barriers. The identified barriers from the perspective of citizens were classified into 4 classes in order of importance embraces human barriers, technical-structural barriers, cultural barriers and economical barriers. Ultimately, some useful solutions were presented to overcome these barriers.

Change in Iranian administrative system is one the crucial issues. And in the recent years the necessary has drawn a lot of attention. Several actions have been taken and the "State' s Septet Plan of the Change" in the Administrative System is a as example. This paper aims to evaluate the feasibility of one of these programs i. e. the Rationalizing Government Size Program and to identify the factors affecting its execution. In order to do so, the above mentioned program was divided into four programs and the affecting factors were defined based on John Child' s power-control theory. According to the quartet factors and the defined indexes of the four programs, a matrix questionnaire was designed and after evaluating its validity and reliability, it was given to the swgects. The results were abridged and after classification they were analyzed using the inferential statistics tests (the single-group t-test and Friedman). The results revealed that the feasibility of the program is below average and the influential authorities in public organizations have the greatest role in leading this program to failure. Next, the heterogeneity of the interests of the decision-makers and the organizations, the dominant coalition and the subjectivity of the individuals' and organizations' decisions are placed successively as the effective factors.
